1. Get the legislature to allow two items to become law even though they have vaguely defined terminology. These laws must authorize you to lock up all assets and declare criminal all organizations associated with this badly defined enemy, and potentially authorize you to go to war against a said enemy and any nation that the enemy may lie in (From AUMF):
(a) IN GENERAL- That the President is authorized to use all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001, or harbored such organizations or persons, in order to prevent any future acts of international terrorism against the United States by such nations, organizations or persons.
(a) any transaction or dealing by United States persons or within the United States in property or interests in property blocked pursuant to this order is prohibited, including but not limited to the making or receiving of any contribution of funds, goods, or services to or for the benefit of those persons listed in the Annex to this order or determined to be subject to this order.
2. Claim the army of the nation you want to invade is a terrorist organization (From WaPo).
The United States has decided to designate Iran’s Revolutionary Guard Corps, the country’s 125,000-strong elite military branch, as a “specially designated global terrorist,” according to U.S. officials, a move that allows Washington to target the group’s business operations and finances.
3. Antagonize said nation by locking up all funds connected to said nation as they are necessarily funding their own military, which is now legally a terrorist organization. If the antagonized nation has a large amount of assets stored within your nation, they will take this type of economic attack very seriously. They may attack you and thus you can claim they attacked first, thus starting your pet war.
However, if lighter heads prevail in this nation, then it is possible to fallback onto the AUMF and simply attack them as they are a nation harbouring and protecting a terrorist group.
So basically, there you have it. With 40% of their equipment either destroyed or worn out to a point where it is not useful, George W. Bush is now setting things up so he can drag the United States into a war with Iran before he leaves office, completely destabilizing the Middle East and ensuring oil prices will skyrocket as Iran produces a significant portion of the world’s oil supply. This will be wonderful for those who control oil and are already incredibly rich, but pretty crappy for the rest of us who will have to deal with higher food prices, higher rental prices, higher power rates, and higher pretty much everything.
